This research, entitled “Foundations of Administrative Ethics of Emirate Employees in the Light of Islamic Sharia,” examines the ethical principles and values governing the administrative system in Islam. Islamic Sharia has established comprehensive principles for regulating administrative affairs, including trustworthiness, justice, honesty, sincerity, service to the people, and the protection of public rights. Employees are therefore obliged to observe these ethical values in carrying out their official responsibilities. The objective of this study is to explain the foundations of administrative ethics based on the Holy Qur’an, the Prophetic Sunnah, and the practices of the Rightly Guided Caliphs, as well as to clarify their role in reforming and strengthening the administrative system. This research was conducted through a descriptive–analytical method and is based on library resources. The data and materials were collected from the Holy Qur’an, Prophetic Hadiths, books of Tafsir, Islamic jurisprudence, history, and the works of Muslim scholars. The findings of the study show that administrative ethics in Islam are regarded as part of religious responsibility and a sacred trust (Amanah). Adherence to these ethical principles leads to the establishment of justice, public confidence, transparency, and the strengthening of the administrative system. The study further reveals that when employees perform their duties according to Islamic principles and standards, the administrative system moves toward service, discipline, and justice
